4 SCOPE OF WORKS
4.1 The Contractor shall provide only technically trained personnel to carry out periodical checks and maintenance service to the Door Card Access system and Hikvision CCTV system.
4.2 The maintenance service should also include for all necessary upgrading of software programmed for the proper function and enhancements of the Door Card Access system.
4.3 The Contractor shall provide comprehensive preventive maintenance service at four (4) times per annum for the Hikvision CCTV system and Door Card Access system on site including all related works but not limited to;
a) Checking of all card readers’ service, sensitivity & functions and include for adjustment, if necessary.
b) Cleaning of card readers’ including external housing including mounting.
c) Checking and align magnetic contacts, if necessary.
d) Checking and cleaning of breakglass to ensure no breakage.
e) Checking of cable connections to ensure full connectivity.
f) Checking of all wiring and cables for frayness, if any including replacement, if necessary.
g) Checking of System Server for full functionality including any software updates
to Server for efficient error-free operation, correct time log and activity log.
h) Checking of recording system including harddisk capacity, data retrieval for printout.
i) Check, scan disk, perform defragmentation and remove bad data.
j) Checking of computer ventilation and hardware.
k) Checking of UPS to ensure full operation.
l) Return the card access control system back to full operational status, when necessary.
m) Check to ensure proper function of SMS Module connected to administrators via dedicated teleco line provided by Owner,
and including all necessary cabling and equipment, for real-time monitoring.
n) To include and provide for all necessary software and license upgrades to ensure optimum operation of the System.
o) To include for programming of existing system to cater for easy retrieval and printing of specific cards’ records, subject to the requirement of Owner.
4.4 The Contractor shall provide comprehensive preventive maintenance service for the Hikvision Closed-Circuit Television (CCTV) system on site including all related works but not limited to;
a) Checking of all CCTV, sensitivity & functions and include for adjustment, if necessary.
b) Checking of the NVR and ensuring that they are all functioning.
c) Checking of recording system including harddisk capacity, data retrieval for printout
4.5 The Contractor shall report all faulty equipment complete with all associated accessories to Owner immediately.
4.6 In addition to Clause 4.3 and 4.4, the Contractor shall provide professional solutions at enterprise level and propose equivalent or better part(s) or type(s) for replacement of part(s) or type(s) which are unavailable due to material or product shortage or obsolescence.
4.7 The Contractor shall prepare, update and submit single-lined diagrams/layout/report, when necessary for record updates.
4.8 The Contractor shall ensure that only competent maintenance personnel respond to site upon notification by Owner during and outside normal office hours Saturdays, Sundays and Public Holidays inclusive with relevant response time as follows:
a) Minor Breakdown (ie less than 20% of CCTV/Card Readers in a single location not functioning) – within twelve (12) hours from time of call received for Equipment malfunction.
b) Serious Breakdown (ie up to 50% of CCTV/ Card Readers in a single location not functioning) – within four (4) hours from time of call received for Total System failure
c) Major Breakdown (ie more than 50% of CCTV/Card Readers in a single location not functioning) – within one (1) hour from time of call received for Total System failure.

4.9 Should the Contractor’s maintenance staff failed to respond to a system breakdown incident after notification, Owner shall reserve the right to order repair by others and all costs incurred shall be recovered from the Contractor including administrative charges and overheads. In such case, all works carried out by others, shall not have any effect or impact on the guarantee and warranty of the remote status
and surveillance system provided under this Agreement.
4.10 To attend to breakdowns and emergency repairs of the Door Card Access system and Hikvision Closed-Circuit Television (CCTV) throughout the comprehensive maintenance period.
For the purpose of making good the defects or faults, the Contractor shall acknowledge and proceed with reasonable dispatch to
minimize the downtime or non-availability of the System.
4.11 To maintain and submit proper maintenance records of preventive maintenance works carried out and reports for system/equipment failure incidents where a detailed description of the causes of failure and remedial works completed is to be provided.
4.12 To attend meetings as and when required by Owner after given adequate notification including taking notes of meeting for records.
4.13 The Contractor is advised to seek clearance from Security Command on duty for the necessary Passes to enter Restricted Areas for the purpose of running cables, installations, connections and troubleshooting purposes at its own cost.
4.14 The Contractor is also advised to seek clearance from or to engage the in-house maintenance team for isolation of fire protection system or PA system, when necessary.
All necessary charges shall be borne by the Contractor at no extra cost to Owner.
4.15 Normal installation and maintenance works are only to be carried out during office hours. Monday to Friday, between 9am till 5pm.
4.16 The Contractor shall confirm all quantities, measurements and actual locations on site. All quantities and drawings serve only as a guideline for the Contractor and subject to his professional recommendations to be approved by Owner.
4.17 All necessary cabling between different floor levels, should be run through Telecommunication Riser and shall comply with Owner installations and security requirements imposed by them and Security Command Officer.
